Last year, one of the principal activities of the main U.S. union federation, the AFL-CIO was a high-profile campaign against the United States granting Permanent Normal Trade Relations (PNTR) status to China. Kent Wong and Elaine Bernard argue that this campaign was not only a tactical mistake, but also fed on a tradition of hostility toward Chinese workers.
